Why He Might Die

Because he can die without properly dying and Baby Groot was so popular that James Gunn might decide it's best for toy sales to bring him back in. He's also got little to do in story terms unless we see the story looking back into his and Rocket's past, but it still feels like that's going to happen in a spin-off prequel show/movie.

Why He Could Survive

Like Gamora, he's already died recently, having given his life to save the other Guardians at the end of the first movie. Killing him again would just be repetitive and there's so much story in Vol 3 (at least by suggestion) that it feels like there's too little room to give him the kind of reverent death that a character of his standing would deserve.

There just aren't enough stakes in him dying for it to be a realistic possibility. Which is exactly what they'd WANT us to think just before lopping his branches off.
