I think this could work well as a comedy. Ostensibly a textbook for the Muggle Studies class, this could potentially be turned into something utterly misinformed but hilarious in that absurd way J.K. Rowling nailed for great swathes of the Potter canon. My logic for it being comedic is this if you take Arthur Weasley's knowledge of the Muggle world as a reference point, you could see how there would be plenty of room for comedy in something approaching a faux-documentary about the wizards' far less magical bretheren. Remember that Family Guy sketch about the firetruck documentary? That's the sort of target I'd be aiming for a false-sincere documentary on the lives of muggles that's wildly inaccurate and insane in all its saying, but saying it with a straight face. Personally, I think that'd be quite good, if a little out-there for what is essentially based on a kids' book series. After all, it does appear that misinformation is rife in the wizarding world. Arthur has no idea what a rubber duck is, gets foxed by the Tube in the movies and seems to have absolutely no concept of electricity. You could argue that it's just him, but cast your mind back to The Slug Club party in the sixth film, and you'll remember an exasperated Hermione having to explain to Professor Slughorn and a confused table of students what a dentist was. Note that nobody had the faintest clue about this 'doctor for your teeth,' including Slughorn, who'd been squatted (as an armchair, no less) in numerous muggle houses.
