Voldemort may be Harry Potter's most significant antagonist, but at least he's exciting and cool - in a very morbid way. One character who garners just as much hate but doesn't fill the charming villain factor is the dreaded, meticulous and reprehensible Dolores Umbridge.

Now, Umbridge embodies power in a different way than many of the other wizards on this list. She's a strong example of the influence of bureaucracy and manipulation. She managed to rise to the top position at Hogwarts with barely even a spell cast, and if that doesn't spell pure power, what does?

This character has a way with words and influence that makes her truly fearsome. She can turn a whole room of people, or even a governing body, against whoever she likes. That is a level of power to be feared.

However, there's still plenty to be added here. Although she might not show off her magic too often, that doesn't mean she's not also a very powerful spellcaster. Her sadistic tendencies combined with an ability to enforce cruel punishments were a match made in hell, and she flaunted her unique magical skillset again and again, in terrifying ways.
