9. Rufus Scrimgeour
Rufus Scrimgeour replaces Cornelius Fudge as Minister for Magic after the former is forced to resign after denying Voldemort's return. Scrimgeour only appeared in the films from the beginning of Deathly Hallows Part One, despite his character being a major part of the Half-Blood Prince book.
Bill Nighy is a great actor, but his take on the character hardly made an impact due to this much reduced role which left him very little to play with. The Scrimgeour of the book is a fearsome, ruthless man who is likened to an old lion and walks with a limp. His past as an Auror has clearly had an effect on him, but the man we see in the films is quite ordinary. He comes across as a strong leader but not as much so as in the novel.
It was devastating to learn that Scrimgeour had been banned for the Half-Blood Prince film but was later cut. Perhaps giving him more time would have allowed audiences to warm to him, rather than cutting his screen-time to practically nothing and giving his character no time to develop.
