Concept designer Adam Brockbank explained that he designed Narcissa Malfoy's wand to echo her husband, Lucius's, which was of course designed much earlier for The Chamber of Secrets. (Yes, his is one of the rare standout wands that was designed in a striking way previous to the involvement of Alfonso CuarĂ³n). Brockbank said, "I took the same black wood that was used for Lucius's cane and embedded silver studs, essentially doing a more feminine version of his wand."

And what a pair of wands they are: equally ostentatious to instantly associate them with their owners, Draco's father's comes with an ornate serpent head with gems for eyes and dangerously sharp fangs.

The idea for the embellishment attached to the handle of the wand was conceived for the films, as was the plan to incorporate it within a lavish gentleman's cane, and while this isn't mentioned in the books, it definitely works for this character. Each wand looks expensive and exclusive and is successfully designed to create images of affluence and influence along with a definite nod towards cruelty and harsh world views.
