When Quirrell was a student at Hogwarts, his nervous disposition led to a lot of negative attention, and as such, he grew up angry, resentful, and hungry for power.

Bur rather than seeking to better himself without compromising his honour, Quirrell decided to go searching for Voldemort. He found him in Albania and the Dark Lord was then able to merge with Quirrell’s body despite his weakened state.

There is some ambiguity about how much control Quirrell had over his mind and body when he was possessed by Voldemort. But even if he wasn’t totally accountable for his actions in The Philosopher’s Stone, his decision to search for Voldemort in the first place was still incredibly foolish.

If Quirrell wanted some form of power, he should have searched for a more righteous way of obtaining it rather than joining forces with the most notoriously dark wizard of all time. All things considered, the Sorting Hat should have placed Quirrell in Slytherin, not Ravenclaw.
