9. Pius Thicknesse
There were many that backed, supported, and fought for Lord Voldemort during the two Wizarding Wars. One of the most popular excuses after the first was that these people were placed under the Imperius Curse, and thus had no control over their own actions.
In the case of Pius Thicknesse however, this was actually true. The wizard was used as a puppet for Lord Voldemort while under the control of the curse, and rose to the post of Minister for Magic, allowing the other Death Eaters to essentially corrupt the entire organisation.
Though he was not a Death Eater by choice, Pius' character and influence were invaluable to the Dark Lord as he built his army up again. However, since he was merely acting as a puppet essentially under mind control, his tasks could have been performed by anybody high up in the Ministry, making Pius somewhat expendable.
The Death Eater was killed by Voldemort himself during the battle of Hogwarts, almost just out of frustration. A testament to just how low his opinion was of his follower.
