Though Lex Luthor has no super powers, there is absolutely no question that he is a threat to the Justice League and the entire planet because hes ambitious, manipulative, greedy and has little to no sense of morality. Luthor is a man who thinks everyone is beneath him. At least, almost everyone. What he would never admit to anyone, least of all himself, is how jealous of Superman he is; Luthor had wealth and power, but thanks to chance another man was gifted with powers that dwarf anything Luthor could be capable of. To Luthor, not only is Superman a threat to mankind, but has absolutely no right to the powers he has and is completely undeserving of them. Lex Luthor has proven to be one of the most developed characters in any comic because he truly believes hes the hero. Sinestro, in contrast, recognizes hes not a good man, but Luthor, even with all the evil acts he commits, believes hes really Earths saviour and is a hypocrite at heart. He may be a master in manipulation, but there is no one he lies to more than himself. Though Luthor will appear in Batman vs. Superman, portrayed by Jesse Eisenberg, there is a strong possibility he will feature in Justice League as well, especially if the two films end up shooting back-to-back. It may seem like that is too much Lex Luthor, but Loki starred as the main antagonist in Thor before returning as an even bigger threat and more developed character in Avengers. The same could be done for Luthor if Snyder and company decide to utilise him further, building him him to the point where he acts as the ringleader for many of DC's rogues during the big events.
