In one of the many sequences of exposition in the film, it turns out that the reason Steppenwolf turns up is because the Mother Boxes turned on and called to him. It's also explained that they knew when Superman was out of the picture, making it a lot easier for Steppenwolf to retrieve the boxes. He basically coos at "Mother" for being so smart and looking out for him.

But this makes literally no sense. Steppenwolf has been banished for eons after his defeat by the super-alliance on Earth, meaning that 99.9% of his exile involved absolutely no Kryptonians on Earth at all. The suggestion that the Boxes had to wait until he was out of the picture doesn't work in the slightest.

If anything, the Boxes actually set Steppenwolf up by allowing him to come to Earth during the New Age of Heroes when they'd helped create a superhero (in the shape of Cyborg) with the very specific tools to defeat him. Wouldn't it have been easier for them to call him when there weren't any heroes at all and the Atlanteans, Amazons and armies of men weren't friends, like 100 years before Superman was even born or something.
