Doctor Doom is a ready-made villain for the MCU and could easily become the big bad of the next saga. As always, it'd be too easy to retcon him into Stark Industries. Instead, he could be one of the Sokovian residents that watched the Avengers tear the country apart.
Although the Avengers monitored threats around the world, the period between The Snap and Tony Stark's death left a long time for Doctor Doom to rise to power.
During this time, Doom could have moved into the vacuum and helped rebuild Sokovia as Latveria. He would have had plenty of time to raise an army, both with people and Doombots.
As word spreads that Tony Stark, Captain America, and Black Widow are no longer part of Earth's mightiest hero, Doom may choose the next phases as the right time to strike.
