Marvel Cinematic Universe: 10 Best Female Villains

3. Dottie Underwood

Appeared In: Agent Carter

Dottie Underwood, whose real name we'll likely never learn in the wake of the show's cancellation last year, was a Russian operative that had been trained in the infamous Red Room Academy. Throughout the first season, she worked for Leviathan as part of Johann Fenhoff's plot against Howard Stark, killing a number of people, demonstrating her abilities as a spy, and making a nemesis in Peggy Carter along the way.

After managing to escape the first season alive and uncaptured, Dottie returned in the second season armed with a bit of an obsession over Peggy, and though she was finally caught after a failed bank heist, Peggy later freed her in order to use her talents to help bring down Whitney Frost. After Frost shot Ana Jarvis, though, Dottie used the opportunity to escape when no one was paying attention to her, and was never seen again.

And truly, one of the biggest disappointments about Agent Carter being cancelled is that we never got more of Dottie, as she was one of the series' most intriguing and entertaining characters both for the constant danger she posed and for Bridget Regan's stellar performance, and even gave us an example of what Natasha "Black Widow" Romanoff's own past experiences may have been like outside of the glimpses we got in Age of Ultron.

Aside from being a great counter to Peggy herself, Dottie is the type of villain we can always use more of, rife with personality, capable of stealing any scene they're in, and always leaving us wanting more whenever they're not around.
