In the comic book version of this story, the Superhuman Registration Act not only required super-powered characters to register with the government, it also required them to reveal their identities - if indeed they hadn't already - with Spider-Man's unmasking being one of the most prominent parts of the story. There will be no such issues in the Marvel Cinematic Universe, as there haven't been any superheroes with any secret identities since the first Iron Man movie - and Tony Stark soon put an end to that by revealing himself at the movie's climax. This movie will solely focus on super-powered characters having to register for the purposes of being trained and monitored, so that their activities become organised, official and classified as a "job".
