An original draft of the movie's script included roles for villains Baron Zemo and Baron von Strucker, who would be revealed to be working with Red Skull, but were cut due to the feeling that they wouldn't get an adequate showing in the film.

Both characters did eventually appear in the MCU, of course, with von Strucker (Thomas Kretschmann) quite ironically being wasted in a nothing role in Avengers: Age of Ultron (following a cameo in Captain America: The Winter Soldier), while Zemo (Daniel Bruhl) got a far stronger showing as the antagonist of Captain America: Civil War.

It was absolutely the right call to remove them, because as so many superhero movies have proven over the years, an overstuffed assortment of villains rarely works out well.
