The Scene

Though the world knows that Zemo was responsible for the death of T'Chakka and the other UN representatives, he is still a wanted man (because he still killed other people as The Winter Soldier). Rather than facing those crimes, we see him in Wakanda, being put on ice so that nobody can activate his programming and turn him bad again.

Cap thanks T'Challa for offering sanctuary to his friend and warns that people may come for Bucky. His chilling response is "let them try" as the camera pans to reveal some of the beautiful Wakandan scenery and a massive panther statue.

What It Meant

First, we got a nice look at Wakanda ahead of Black Panther's release, but more importantly, the scene set up the possibility that Bucky would be involved in that movie too (if not more of Cap's loyalist Avengers as well).

It's important that T'Challa not only gave protection and technological comfort to Bucky but also pledged to fight off any forces coming for him suggests that The Winter Soldier story is not quite done yet. There's no way Bucky will just go on ice for years.

More likely, Ryan Coogler's film will balance the political insurrection storyline we know about with General Ross (or someone else) coming for Bucky (or perhaps that will be the opening sequence, with Ulysses Klaue "hired" for his expert knowledge of Wakanda).
