Any suggestion of the Hulk potentially being seen as a threat to the world would be an ideal way to suggest that a Planet Hulk movie might occur in Phase 4 - and that would get fans very excited, because they've wanted one for quite some time. The aforementioned Illuminati could discuss the matter, or S.H.I.E.L.D. could discuss the matter but, whoever was to do it, the fact that it would suggest such an awesome storyline was coming to the Marvel Cinematic Universe would be great for the franchise. Some people think this particular inclusion is inevitable - with certain people suggesting it could happen as early as Age of Ultron in Phase 2. However, the more likely scenario is that it will happen after Infinity War at the end of Phase 3, as Marvel Studios will want Hulk to be a part of that.
