7. General Ross
William Thaddeus "Thunderbolt" Ross is one of The Incredible Hulk's most enduring villains. The thorn in Bruce Banner's side still has a lot of villain potential in this sense, as Hulk hasn't been challenged by him since his solo outing in 2009. It has been some time since the green behemoth has fought a non-physical threat, and Ross likely still has an axe to grind against him.
He's also been a source of conflict for the wider Marvel Cinematic Universe, which was evident from Civil War when he introduced the Sokovia Accords to the Avengers. Infinity War even saw him and Rhodey conflicting when Steve and Natasha showed up. Both events show that he still has a future as an antagonising force, despite technically being on the "good" side.
Hell, he could even become the Red Hulk in future if Marvel decides Ross has had enough of bureaucracy and wants to get his hands dirty again. This would probably cause some Hulk fatigue as he's fought CGI beasts constantly throughout his MCU tenure, but it's still worth considering because he is the kind of character unafraid to cut loose, like his nemesis. A good villain dynamic is key for future conflict, and Ross is still a significant source for it.
