Nova (or as we know him, Richard Rider) was actually included in the original draft of Guardians of the Galaxy. Sensing that it might've been a little early to include the character however, James Gunn and Nicole Perlman decided to leave him out. Chatter since has indicated that Nova will be joining the MCU at some point though, and with the character being one of Marvel's most important, it's likely that his appearance could be right around the corner.

Infinity War's ending has certainly left the door open for such a thing to happen, what with the entire Nova Corps having been devastated off-camera early on, and while Adam Warlock looks like the next cosmic do-gooder due to arrive, Marvel evidently have plans for New York's spacefaring corpsman.

Whether or not he gets his own film is up in the air, but of all the characters who could be introduced in Guardians of the Galaxy 3, he possesses the most obvious potential for a series of his own.
