5. Yon-Rogg (Jude Law) - Captain Marvel 2

He might have been defeated and embarrassed by Carol Danvers at the climax of the first Captain Marvel movie, but Yon-Rogg was not killed and by one of the principle rules of the MCU, he's most likely to be coming back.

He was sent back to the Supreme Intelligence with a note of warning about Captain Marvel and her vow to protect the Skrull. And while his defeat might be the kind of thing that sees him killed off by his furious boss, there's surely no way Marvel Studios would kill Jude Law off-screen. So even if it's a cameo, we can probably expect to see Law return.

Perhaps he'll be at the head of the splinter cell of former Kree zealots that ultimately ends up trimmed down to just Ronan and Korath?
