Before Batman even appears, we get to know the condition the city is in because of his existence. In the time since Batman’s first appearance, organized crime is largely cleaned up, and the few that remain are up against the corner. One glimpse of the Bat-signal up in the sky and the criminal element no longer wants to commit a crime. So when Batman appears, it is a big deal; a glimpse into the effectiveness of his vigilante activities.
We find ourselves in a parking lot where two criminal parties are meeting about drugs. Then in the shadows is a silhouette of a man in a bat suit, only for another man in a bat suit to appear, and then another - and then they all start shooting with guns. We realize these are not Batman, but copycats with more questionable morals, more primitive equipment, and less effective methods.
It is the movie stating its themes that while Batman is very effective in what he does, the symbol he represents also has a negative influence as anyone with a gun can just copy him - they either kill people or get killed in the process. There is a big contrast between how ineffective the copycats are, and how overwhelmingly effective Batman's methods are as the Batmobile crashes through. This is actually the first time anyone got excited by the beat of Han Zimmer’s score. From then on after, Hans Zimmer’s music became the signifier that Batman is about to do something badass.
