Ranking Every DC Movie Villain From Worst To Best
26. Carmine Falconi/Sal Maroni - Tom Wilkinson/Eric Roberts (Batman Begins/The Dark Knight)
While Tom Wilkinson and Eric Roberts are both extremely well cast as the mafia bosses terrorising Gotham as Batman rises to prominence in Nolan's first two movies, they can't really rank higher because they're narrative devices more than anything. And both are unfortunately expendable once the "real" villains of the piece show their hands, despite being perfectly serviceable figures.
Thanks to their relegation to supporting villains, neither really gets the opportunity to prove that they deserve their top billing in the Gotham villain stakes, and it would have been nice to see something like Kingpin's characterisation in the second season of Netflix's Daredevil.
Instead, they're pawns (and rightly so), only in power because they haven't yet outstayed their usefulness to their respective super-villains, being cast off in key blossoming sequences for both Scarecrow and Two Face respectively.
