20. The Riddler - Jim Carrey (Batman Forever)
Roundly criticised as one of the Batman franchise's worst villains, Batman Forever's Riddler is actually not that bad a performance or a character.
Yes, Jim Carrey mugs too much and isn't exactly the manipulative genius the Riddler has often been in the comics, but given Warner Bros' agenda to capture a younger audience, Carrey's version is actually pretty perfect.
What tends to be unnoticed is that this Riddler is also a fairly complex creature: he's reimagined as a dark mirror of Bruce Wayne (a trick Marvel would later use in EVERY SINGLE MCU MOVIE), and he is genuinely entertaining to watch. His plan - driven by rejection - is also pretty in tune with the idea that the Riddler wants nothing more than to be superior, and while he's a little too over the top, there's no way he deserves to be as mocked as he tends to be.
