32. Ross Webster - Robert Vaughn (Superman III)

Dropped into a terrible film in Superman III and asked to sell the worst supervillain plot of all (involving an attempt to control the world's coffee crop - oooo, shudder!), Robert Vaughn is pretty much haunted by comparisons to Gene Hackman's Lex Luthor. And of course, he's no comparison.

While Hackman's funnier touches actually worked for his interpretation of Luthor, Vaughn's sub-Bond villain is trapped in a camp, comedic nightmare of a film that never allows him to be a legitimate threat. And while he's the master-mind, he's over-shadowed entirely by Richard Pryor's likeable anti-hero Gus (redeemed ultimately, despite the fact that he would have killed Superman if he had the right ingredients for synethetic Kryptonite), and his sister.

When Vera (Annie Ross) is transformed into a cyborg at the film's climax, it's yet more evidence that Webster simply isn't enough of a threat to carry a threat sequence, and he just sort of fizzles out, being arrested as Superman and Gus fly off into the sunset.
