Steve Rogers is still wearing the USO costume when he hears that Bucky and other soldiers are imprisoned by the enemy in The First Avenger. To make himself look conspicuous and combat-ready, he borrowed the "A" helmet from one of the Star-Spangled Singers, along with a combat leather jacket, pants, boots, and goggles.

Mr. Rogers looks heroic for his first field mission, while also looking like he wore something in a hurry. Due to the USO costume just under all the army gear, this piece is the balance of a larger-than-life figure and a relatable war do-gooder. It is not too hard to see how the people he rescued see him as an inspiration, with his actions in unison with what he is wearing. Fictional pulp heroes from the 1940s had a similar appearance. Figures like The Rocketeer come to mind when looking at that leather jacket.

The earthly brown tone of the army gear balances the blue color underneath, and that blue is just the right tone of vibrancy so that it glows through the jacket.

The seeds of the official costumes are brewing in this design. His shield and helmet may just be props in a propaganda tour, but they are useful in the field. Therein lies the notion that Steve could dress in the best materials for the war while also looking theatrical and inspiring.
