The battle with Todd brings everything that the previous entry does but improves it. We have a compelling interaction to insight the conflict, then a sequence showing how easily Todd can beat Scott, some creativity that proves Scott's adaptability - in the form of a bass battle - and finally a wise conclusion that ironically manipulates the established traits of the villain.
The vegan angle is hilarious, as it's a brilliantly self-aware ridiculous reason to make a character overpowered, but equally matches up to the silly stereotype that follows the lifestyle choice.
Todd is an amusing character, and thus the interactions within the fight are very humorous, which in turn adds to the film's surprisingly casual vibe despite the dire situations our lead finds himself in.
Again, this battle ends with some ingenuity from Scott as he tricks Todd into breaking his vegan vows and is stripped of his powers by the Vegan Police. Scott then resolutely headbutts him into oblivion. The climax is better here as, although it still employs Scott's creativity, we are given the satisfaction of seeing him physically end the fight as well.
