6. Mitchell Carson
In Ant-Man, we met Mitchell Carson, a former S.H.I.E.L.D. member exposed as one of HYDRA's many operatives who devoted his life to terrorism. As such, when Darren Cross' Yellowjacket technology was put up for sale, he was first in line to make a deal and further his chaotic goals.
Through Ant-Man and the gang's efforts, Cross' efforts to sell failed, but Carson still got away with the new version of Pym Particles, never to be seen again. Now, while it may seem that his interest in buying was solely for HYDRA's purposes, there's a reason he's on this list: A member of the Ten Rings was also present with him during the fateful meeting with Cross.
To date, Ant-Man was the last time we saw any representative of the Ten Rings, but if Shang-Chi is going to be putting them front and center, it'd be the opportune time to tie up all their past appearances. Whether he's cracked how to replicate more particles or he's supporting them with various weapons and other nefarious technology, it'd be neat to see Carson - however briefly - pop up in the world of the Ten Rings still doing his best to fight the war on peace.
