5. Why Would Stark Be Developing A New Shield For Cap?!

During the sequence in which Happy talks about the inventory the special Stark plane will be carrying from the Avengers tower to the new facility upstate, he mentions Thor's magic belt (a weird thing for Thor not to have himself), some Iron Man armour and a "new shield for Cap".

Why exactly is Iron Man working on a new shield for the guy he fell out with spectacularly just months before? Why would Cap's beautifully clever, perfect feat of engineering require improvement anyway?

Or is there a suggestion here that Tony and Cap are back on the road to reconciliation already and Stark is building him a new shield to cover for the one that was confiscated in Civil War?
