He might be based more closely on Ganke Lee - Miles Morales' hyperactive friend from the Ultimate universe - but Jacob Batalon's Ned is still the best friend any Peter Parker has had in Spider-Man movies.

His fanboy enthusiasm for Peter's secret life as Spider-Man is entirely adorable, and the decision to have him question his friend on everything from his origin to his power-set is a genius way of dealing with necessary exposition without bogging the film down too much.

There was probably some temptation to make him slightly bumbling, but he's another high-functioning genius (able to crack the probably-too-lax Training Wheels protocol on the Spider-suit pretty effortlessly) who loses none of his functional value in the name of comedy. And he's still extremely funny - particularly when he tries to cover up offering Spider-Man support from the school computer lab by pretending he was "looking at porn".
