19. Anne Marie Hoag
The prologue of Homecoming is all well and good for establishing why the Vulture has such a problem with Tony Stark (though there's no way he'd have been out of pocket after he lost the scrap contract, because government contracts like that come with cancellation assurances), but it didn't do much to establish Tyne Daly's Anne Marie Hoag.
She's really no more than a narrative device introduced to advance that story-line, and then she - and her entire operation - pretty much disappear completely. It's hard to say anything bad about her, but it's also very hard to say too much positive either. At least she looks the part, though.
Presumably, she'll come into her own in the spin-off TV show - assuming she's even going to star in it. As it is, she wasn't really a big enough presence here to leave much of an impact. And Tyne Daly deserves a lot more screen-time.
