Outlined in the canon novel Tarkin, The Tarkin Doctrine, named for Moff Tarkin, one of the central antagonists in the original film, was the policy of his own creation, outlining his belief of how the Empire would rule through fear.
Formerly a member of the Republic Navy, Tarkin introduced this ideology that would become the primary Imperial mind-set that led to the creation of the Death Star project.
In Tarkin's mind, it was the duty of every citizen in the galaxy to serve under the Empire to achieve peace and order, which he believed would only be achieved through a terrifying military, flagshipped by a planet-exploding mega-weapon.
