1. Don't Post A Private Bounty Without Informing The Empire
Among the many things the Empire takes incredibly seriously, they apparently don't much care for Imperial officers who post private bounties without first running it by their superiors.
According to "Galaxy Guide 9: Fragments from the Rim," a supplementary Legends book for Star Wars: The Roleplaying Game, officers who wish to post a bounty must first notify the Imperial Office of Criminal Investigations. If not, they are in violation of the Empire's Assault and Injuries Act.
This is likely because the IOCI collects a commission from every posted bounty, and so posting one outside of their remit would of course deprive them of their precious cut.
As with most things it comes down to money, but quite why the Empire is allowed to regulate the private business dealings of their employees away from work is anyone's guess. These guys might want to unionise or something.
