4. Leaving Shmi Enslaved

In The Phantom Menace, Qui-Gon and Watto make a bet during the pod race. If Sebulba wins the race, Watto can have Qui-Gon's new racing pod. If Anakin wins, Qui-Gon proposes that Watto free Anakin and Shmi Skywalker. Watto refuses, and says he'd only free one of the two. He uses a rigged chance cube to ensure that he'd only have to part with Shmi, but Qui-Gon uses the Force to manipulate the cube, and ends up saving Anakin from Watto's slavery.

However, when Watto refuses to give up both Anakin and Shmi, Qui-Gon doesn't even bat an eye. He makes very little effort to save both of them, when he easily could. He could overpower Watto, raise the stakes of the bet, or use the Force to double his luck somehow in order to set both of them free. Yet he barely even tries, showing how little he cares about the lives of those without a high Midichlorian count.

The Jedi are supposed to be protectors of the peace. What kind of a protector of the peace leaves an innocent person enslaved?
