The First Order were introduced as a fully formed enterprise in Star Wars: The Force Awakens. An Empire redux, they already had a considerable power base and, if their planet destroying superweapon was anything to go by, vast resources.

So where did it all come from?

The new EU has waded a little into these waters, explaining that the Imperial Remnants who fled to the Unknown Regions following Palpatine's death and the Empire's fall were the base for what would become the First Order. But we still know very little about its rise, and even less of its mysterious former leader, Snoke. That looks set to change in Episode IX, with Vanity Fair's report stating "we will learn more about" their origins in The Rise of Skywalker.

Given Palpatine is coming back as well, there's a strong chance those two things are very much entwined.
