While Jesse Eisenberg hasn't been confirmed as appearing in the Suicide Squad movie, it would seem that his Lex Luthor character is going to be the first "big bad" of the DC Cinematic Universe and it makes sense, therefore, that he would be interested in the activities of a team of freed villains. Luthor has actually been responsible for putting together an incarnation of the Suicide Squad in the comic books - when he was President of the United States - in order for them to recruit Doomsday to fight Imperiex. His version of the Squad consisted of Chemo, Mongul, Plasmus and Shrapnel and was led by Manchester Black under the supervision of Steel. He has also provided another version of the team with their equipment in the comic books, so it seems very likely that he will be involved with them in some way in the movie - probably with a vicious ulterior motive - but it certainly hasn't been confirmed.
