Any film that sets up a strict rule should have the decency to stick with it all the way through. Ghostbusters claimed that crossing the streams would lead to total particle reversal and the end of the world, but then it didn't. Iron Man said Tony Stark couldn't possibly survive without the arc reactor in his chest, but then he could.
Suicide Squad does the same thing, by stealing the Davey Jones Heart motif from Pirates Of The Caribbean and suggesting Enchantress must obey whoever has her heart. But then almost immediately the film just forgets that and allows her to escape and go to her brother, despite Amanda Waller stabbing the heart furiously with a pencil.
The idea that she only sticks around in case someone hurts her hurt is ridiculous (since she has the power to control matter she could just steal it back) - the idea of control is far more interesting, but the film just absolutely botches it.
