His comic relief is a little on the nose at times (like his insistence that his co-worker must delete his browser history on his death), but thanks to the easy charm of Ike Barinholtz, the alpha male of the Belle Reve is thoroughly watchable.
Oddly though, he's playing the role of a thoroughly detestable cliche: he should be the moral opposite of people like Deadshot (who has principles despite being a killer) and Diablo (who has reformed). There are hints that he's mistreated all of his charges (though we only really see little hints), and you initially feel like he's going to get what's coming to him...
But then he just sort of disappears after Ayers' script turns him into a narrative device to get Harley and Joker back in touch. Seriously, after he hands over that phone, he's done and just sort of slinks off.
