The oldest reoccurring villain of Batman, Hugo Strange is a twisted psychologist and chemist who has often tested his genius by experimenting on humans and manipulating Gotham's elites to support his own rise to power. Over time, he grew obsessed with the Dark Knight, discovering his secret identity early on and using it to his advantage.

Fans of the Arkham games will recognize him as the central antagonist of Arkham City, a narrative that breathed new life into the sadistic doctor. With many fans believing that Strange would be a perfect villain for Reeves' sequel, introducing him in the Arkham series and laying the groundwork for whatever sinister plan he's concocting would add a nice level of connectivity between the spinoff and the main series.

Hugo Strange's appearance in the series would act as a way to build anticipation for the predestined, intense showdown with Batman, offering insight into the horrors the professor is capable of while illustrating his growing fascination with the Caped Crusader. His history with creating monsters of his own may even cause him to take interest in an inmate such as Professor Pyg, whose violent surgeries could act as both a source of inspiration and a potential way to occupy Batman when it comes time for Strange to enact his plan.
