6. The Penguin - Toby Jones

Though there have been some suggestions that Josh Gad might have a strong shout for the Penguin role, Reeves would be better following Tim Burton's lead and casting slightly more unexpectedly with a character actor who has proved himself capable of huge range.

Step forward Toby Jones, the voice behind Dobby and a chameleon-like performer who almost defies rigid categorisation. He seems to revel in total performance and the idea of him transforming into Oswald Cobblepot is just glorious. He already has a look that would lend itself to the character - not least because of his stature - and he comes with the bonus of being British, which a lot of fan-casts have suggested is a good direction for the villain.

Most importantly - like Gad, in fact - Jones could bring the required vulnerability beneath the grotesque exterior, which would give Penguin the same sort of depth that Danny DeVito captured so well in Batman Returns.
