1. Steve Buscemi Gets Most Of The Laughs

The only actor who really feels like they're even remotely trying in the entire film is Steve Buscemi, who plays Charles, a reprobate with a penchant for drinking and smoking too much, regaling dying relatives with stories of having sex with vacuum cleaners...and letting bats loose in City Hall.
Buscemi manages to be up to the demented challenge of the role and not totally embarrass himself all at the same time. He's not exactly turning in a performance worthy of his immense talents, but he's having fun, gets most of the movie's best lines, and is consequently its primary source of entertainment value (saying little though that is).
