In The Comics:

Captain Marvel took a lot of inspiration from the Kree-Skrull War, a pivotal storyline in the early 1970s that focused on Earth being caught in the midst of an intergalactic conflict. Just as he does in the film, Ronan is desperate to go to war with the Kree and is considered something of a radical.

He wears a hood, a cloak, and dresses entirely in green in that comic, before adopting a more sensible colour scheme in his later depictions.

Although Lee Pace has had very little to do as Ronan in the two films he's appeared in, one thing that cannot be denied is that he looks the part. The Ronan of the films is pretty much identical to the one seen in the comics, and although he takes a back seat to events in Captain Marvel, Pace still manages to convey the character's blood lust fairly well.
