Though they're almost entirely absent in the film (especially thanks to the slightly odd decision to have Graves revealed to BE him rather than just being in league with him - which would probably have been smarter), Grindelwald already has fanatical followers according to the film.

He's already a figure of worship, just as Voldemort will grow to be, and presumably it will be they who drive the narrative of the second film - either seeking to break him out of the American wizarding prison, or by finding and destroying his enemies for his "Greater Good".

It would have been nice to see his followers seeded here, but you can't have everything.
