4. Is The American Magical Congress Infiltrated?

Grindelwald's infiltration of the Magical Congress raises some pretty serious questions: for instance, how the hell was Graves able to rise to such a position when he wasn't who he claimed to be?

Had Grindelwald taken the position of the real Graves using Polyjuice Potion? There's no real hint of that in the film (and usually there's some sort of trail for clues), but equally, we've never encountered any transfiguration magic that turns human characters into other ones. And if that did exist you'd think Voldemort would have discovered it and used it, or Dumbledore would have mentioned it...

So maybe it's a case of a deeper problem in Magical Congress? Maybe the infestation problem goes higher up than Graves and we'll see more of it revealed in the sequel? Perhaps that's where his fanatics are encamped?
