Obviously there are two dogs in the fight in Germany. Kurt Wagner's appearance seems to suggest it's the same character who appears in X2, as opposed to an entirely different one (like Jubilee changing from her brief appearances in the first trilogy to being an entirely different youngster here).

In the cage, he's dressed in his circus costume, having presumably been stolen from under the Big Top. And the fight announcer looks suspiciously like his former circus master, complete with resplendent facial hair...

His outfit later is heavily influenced by his appearance in X-Men: Evolution, complete with a Michael Jackson style Thriller jacket...

His hair is the obvious difference, since it's been given a decidedly more 80s feel (more of which soon).
