1. Flowey The Flower (Undertale)
Really, there was no question of who was going to end up at the top spot on this list. The main weakness of the other villains is that they're entertaining, but kinda made for every other medium out there. If you think FNAF is exempt from this, just look at the books and eventual movie being made about the characters.
But there is only one Flowey, and this character could only exist as a video game character. Because - obviously - his every pore is dripping with video game commentary. It's from Flowey where most of the game's commentary on free will, video game tropes gone mad, and the nature of the human soul stems.
This character - like the rest of Undertale - literally could not work as well in any other medium. This is a video game villain right down to his marrow. And without spoiling anything for those of you who have somehow managed to go this long without playing and remain unspoiled, every reveal about Flowey just makes him more interesting.
