Oswell E. Spencer is one of the overarching villains of the Resident Evil franchise, as not only the co-founder of the Umbrella Corporation but also the namesake of the original game's Spencer mansion.

Spencer is additionally mentioned in several games, such as Resident Evil Code: Veronica and Resident Evil 0, his influence over the entire franchise looming large even if he isn't actually glimpsed in the flesh until Resident Evil 5, which released some 13 years after the original game.

Spencer shows up mid-way through the game for a single cutscene, where he waxes villainous to Albert Wesker about his previous failed schemes and his ongoing desire to become a "God" by mutating humanity into a "master race."

But Spencer's riffing is cut short when Wesker punches a hole square through his chest, killing him instantly. 

This brings Oswell E. Spencer's living screen time to a grand total of about 100 seconds - an hilarious anti-climax given his quasi-mythic status as a puppetmaster villain for more than a decade leading up to this.
