5. A Dedicated Police Task Force

Long since on the receiving end of Batman's monstrous knuckles, the GCPD's purpose in Gotham tends to be more of a pendulum-swinging punching bag than a worthwhile force, either getting in the way of Batman or acting as hostages for whichever criminal of choice is stirring the pot. No more though, as you have to believe there's plenty of witness statements from plenty of cops that Batman has bested over the years, all compiling notes and observations on exactly how he operates, which gadgets he has access to and even things like whether he prefers to swing with his left or right. With the entire might of the GCPD and all its different precincts there's surely scope for a dedicated task force who have meticulously studied Bruce over many years, just now enacting their plan to take him down. Combine this theory with the idea of a police-funded A.I. or that of multiple people/soldiers/officers being the Knight, and it starts to feel even more believable.
