The Call of Duty has had a long-running problem of depicting other cultures as more than just targets, and Black Ops II is no different. The whole plot of Black Ops II revolves around the cyber-terrorist Raul Menendez trying to bring the U.S. and China to blows. Despite showing a world where China and U.S. are easily manipulated in the sort of conservative satire the series is known for, Chinese politicians are portrayed as scheming rather than cohesive, which flies against the national narrative the Party dictates. I think Activision know its main series will never get a pass over on the mainland, and that's why they created a Chinese-exclusive free-to-play version.
