5. "I Took The Trash Out! I DID! And I'd Do It All Again..." - Officer Tenpenny (GTA: San Andreas)
As soon as you set foot in San Andreas, Officer Tenpenny arrives on the scene and steals the show. His role as the game's antagonist is crucial and with Samuel L Jackson on voice-over work, every scene with Frank Tenpenny is a highlight. Few other Grand Theft Auto villains are as despicable as Officer Tenpenny - here's a man who perfectly embodies the idea of a corrupt Police system; a man willing to use a city's gang problems to line his own pockets and boost his own standing. San Andreas is a long game and Tenpenny's corruption is a key plot thread that runs throughout. CJ is forced to eliminate anybody who could potentially testify against Tenpenny in court, leading to a series of riots which threaten to destroy Los Santos. Still, when Tenpenny is finally defeated (suitably in Grove Street), he refuses to accept his part in the city's downfall. His final, crazed speech about the work he has done perfectly shows just why the man needed to be eliminated. With their final words, a villain might make you think you've made a bad decision in defeating them. Officer Tenpenny is the complete opposite; if anything, his final lines make you glad you brought about his demise.
