That's exactly what the Just Cause 2 Multiplayer Mod does, and the results have been equal parts over-the-top, stupid, and absolutely hilarious. To the mod creators' credit, there is some method to the madness though. The colossal servers feature regular scheduled battles, races, and other activities that pit you against your fellow players in numerous ludicrous ways.
