Ulysses is unavailable for most of the Lonesome Road expansion he exists in for an adequate reason: he's sort of busy being the worst.

After being basically a huge pain in your ass for the entire DLC, Ulysess rocks up in the last quest suddenly able to be swayed to your side if your persuasiveness is high enough, letting you become a merry tag team of destruction as you fight the invading Marked Men.

Unfortunately, doing so doesn't unlock him as a companion, leaving him sort of just ambling about while you continue actually doing things. It's not the end of the world or anything, it's just a bit of a shame that this very interesting character doesn't get to explore more with you and maybe expand both of your horizons.
