10. General Shepherd - Modern Warfare 2

For a game all about World War 3 and a Red Dawn-esque invasion of the USA by the Russian army, Modern Warfare 2 has a surprisingly compelling villain. General Shepherd is initially one of the heroes, someone with a huge personal stake in the impending war after losing thousands of his men in a nuclear blast during the events of COD4.

He wants nothing more than to bring down the man seemingly responsible for the global conflict, Makarov, but partway through the sequel it's revealed that he was just as responsible for orchestrating the invasion as any terrorist. He was the man who handpicked the soldier ordered to go undercover in Makarov's terrorist cell, and presumably the man also responsible for tipping those same people off as to his own operative's true identity.

Consequently, Makarov is able to frame the Americans for a terrorist attack that kickstarts the conflict and then, in order to cover up his own involvement in the mass murder, Shepherd shoots you and teammate Ghost at point-blank range. It's at this point you find out his only motivation was his own ego, as he craves the glory of taking down Makarov himself, and reestablishing the image of the American military's might.

Fortunately, Soap and Captain Price figure this out, and after a brutal fight, the former pulls a knife out of his own chest and throws it into his face. Of course, they're the only ones who know the truth and are branded criminals, while Shepherd goes down as a war hero.
